Executive Team

Rob, President and CEO of Access Services, oversees services to 2,000 people in need of specialized supports in eastern Pennsylvania.  He is responsible for a $24.6 million operating budget and manages 585 employees, 250 foster families and over 100 therapists and other independent contractors. Beginning his career at Access Services in 1980 as an entry level program staff employee, Rob was able to advance within the organization to his current position.  

Rob graduated from Eastern University, St. Davids, Pennsylvania in 1980 with a degree in social work.  From there he went on to receive his Masters of Social Work from the Marywood Graduate School of Social Work, Scranton, Pennsylvania and achieved the status of Licensed Social Worker from the state in 1995.

Dedicated to serving the community, Rob founded The Peacemaker Center in Chester County and is also a board member of the Pennsylvania Association of Resources (PAR) which serves people with autism and intellectual disabilities and MAX, an association of Southeastern Pennsylvania mental health and mental retardation providers.  Additionally, Rob is a member of multiple professional associations.

Rob is committed to providing exceptional services for children and adults with special needs and he embraces the challenges that arise in the field of social work. His career is more than just a job; it is a way of life.  For more than ten years, Rob and Judy, his wife, opened their home as Foster Care and Lifesharing providers. The Reids reside in Downingtown, Pennsylvania with their three children and are members of the Calvary Fellowship Church in Downingtown.

Shari graduated from Cornell University in Ithaca, New York with a Bachelor of Science degree in Human Resource Administration. From there she went on to receive her Master’s Degree in Social Work from Columbia University in New York City. In 1999 Shari received her Juris Doctorate degree with independent study in Health Care Law from Temple University in Philadelphia, Pennsylvania.

Shari has over 20 years experience in the management of behavioral healthcare organizations and acute health care systems. Most recently, she served as an administrator at Pocono Medical Center where she provided leadership for case management, patient safety and risk management, regulatory and medical staff affairs.

Shari is a licensed clinical social worker in the Commonwealth of Pennsylvania and is a Certified Professional in Healthcare Risk Management from the American Hospital and Healthcare Organization. She is a member of the American College of Healthcare Executives and the National Association of Social Workers. Shari is also a Notary Public.

Shari, her husband and their two sons reside in northern Bucks County, Pennsylvania and are members of St. George’s Episcopal Church where Shari services as Outreach Committee chairperson.

Scott McMullan has been employed by Access Services for 28 years. He began with the company upon graduating from Spring Garden College with a BS degree in Business Management. Scott has held various positions within the Fiscal Department including  Fiscal Director for Access Services since the fall of 2007. Scott is married and lives with his wife and two children – one boy and one girl in Hatboro. The family attends Chelten Baptist Church and participates in the many programs within the church and community. They also enjoy trips to historical areas and spending time with family and friends.

Len Spencer, Human Resources Director, has worked in the HR field for over 35 years in non-profit organizations. He received his BS in Business Administration from Drexel University and is a member of the Society for Human Resource Management, the Greater Valley Forge Human Resources Association, and the Penjerdel Employee Benefits and Compensation Association. In addition, Len serves on a number of agency committees and is a member of the Calvary Fellowship Church in Downingtown.

Brenda Boorse, Regional Vice President of the Delaware Valley region, has worked in social services for over 25 years. After having received a BS in education at Temple University, she directed a preschool and early intervention program. Brenda came to Access Services in the early eighties and has held the position of Regional Director for twelve years. Brenda enjoys creating new services that have a positive impact on the community. She lives with her husband, Mark and two daughters. They are members of Covenant Presbyterian church in Harleysville and Brenda enjoys reading, swimming and sketching in her spare time. 

Sheila Davison, Regional Vice President of the Schuylkill, Berks and Carbon region is a graduate of Penn State with a BS in Public Policy and Criminal Justice. Before coming to Access Services, Sheila had worked in group homes, and also as an Advocate for individuals with disabilities. Sheila has been working for Access Services since 1996. Her passion and dedication to enhance the lives of individuals with special needs catapulted rapid development and expansion in this region. During the twelve years Sheila has been Regional Director she has shown to have a natural talent in the areas of marketing and public relations. Sheila has two daughters which have started their adult lives and a younger son who lives with Sheila. She enjoys experimenting with recipes, attending food shows, having dinner parties and traveling. Sheila and her son are members of St. Jeromes Church in Tamaqua, PA.

Susan Steege, Regional Vice President for Access Services Lehigh Valley Region, has a BSW from Eastern University. Sue has eighteen years of experience in the field of developmental disabilities and an additional six years of experience as a successful business owner. As a leader, Sue is committed to quality and excellence of services. Sue lives with her husband Chuck and two of their three children in Chalfont, PA. Sue and her family attend St. John the Evangelist Anglican Church in Ivyland, PA. In her free time, Sue enjoys being involved in the women’s ministries at church, reading and sewing.
